I would argue that it says: Tirol.

This can be mapped straight to the Voynichese text, and does not require any explanation like why "voda" is not written "voda" but "vadol".

Note (*): It is consistent with a carefully selected number of words, among others the well-known Taurus and the lesser known Utaricus (ydaraiShy) but everone can come up with a substitution that matches a very small selection of rare words.
