I'd argue that Cisiojanus manuscripts and Ramon Llull/Giordano Bruno's 'Memory Wheels' fit into this category! Generally I'd put them somewhere between mnemonic and divination tool, but "procedural scaffold" for generating or encoding some other form of text isn't a terrible descriptor either.
