Wheels aren't even necessary. Basic guidelines like a Curve-Line System and flourishes at word boundaries gets a lot of the job done. Some of the quirks like half-benched gallows are usually local to few folia/scribes, the q y boundary isn't even that strictly enforced at first in the ms. Even the ed bigram makes a somewhat gradual entrance. It's not like they suddenly changed the encryption scheme overnight, and it's consistent with self-citation.
