It is possible to see it as an awkward rendition of a raised pillow. But the rosettes overall is some of the artist(s) better drawing in my opinion - some of the little buildings are drawn successfully at a very small scale.

For me, the best parallel of this feature remains the menorah + temple in that scroll we discussed once. Coincidentally also Old testament.
